ارائه یک چهارچوب مفهومی جدید برای ارزیابی ایمنی ریلی مناطق راه‌آهن با تأکید بر ظرفیت و توانمندی‌های هر منطقه

چکیده

ارائه یک دید جامع نسبت به وضعیت ایمنی واحدهای مکانی ریلی مشابه در مقیاس کلان (مانند مناطق راه‌آهن موجود در کشور)، یک گام اولیه اما بسیار مهم برای شناسایی سیاست‌هایی است که می‌تواند به تسریع روند پیشرفت در بهبود ایمنی ریلی کمک کند. معمولاً در مطالعات قبلی بیشتر به ارزیابی مناطق ریلی راه‌آهن بوده‌اند به‌گونه‌ای که شاخص‌های مربوط به ایمنی بخشی از این ارزیابی بوده‌اند، درحالی‌که هدف مطالعه حاضر ارائه یک رویکرد جدید برای ارزیابی ایمنی ریلی مناطق راه‌آهن به‌تنهایی با تأکید بر ظرفیت و توانمندی هر منطقه هست. در این رویکرد با لحاظ نمودن وجوه مختلف عوامل مؤثر بر ایمنی ریلی، به‌خصوص ظرفیت و توانمندی هر منطقه، مقایسه‌ای منصفانه‌تر در مورد وضعیت ایمنی ریلی مناطق راه‌آهن انجام‌شده است. بنابراین در راستای این هدف، ابتدا یک چهارچوب مفهومی در ارتباط با متغیرهای مؤثر بر ایمنی و با در نظر گرفتن ظرفیت و توانمندی هر منطقه توسعه داده شد. در ادامه با استفاده از مطالعات پیشین، معیارهای موردنیاز جهت پیاده‌سازی این چهارچوب مفهومی، انتخاب گردید. در گام بعد جهت ارزیابی ایمنی ریلی 20 منطقه راه‌آهن کشور در قالب چهارچوب مفهومی ارائه‌شده، مدل تحلیل پوششی داده‌ها (DEA) به کار گرفته شد. در این ارزیابی از داده‌های سال 1398 مناطق راه‌آهن استفاده گردید.با توجه به اینکه در این ارزیابی بعضی از مناطق فوق کارا شدند، کار آیی اندرسون- پترسون نیز برای مناطق ریلی راه‌آهن محاسبه گردید. نتایج این مدل نشان داد که منطقه 1 بهترین کار آیی و منطقه 20 کمترین کار آیی در زمینه ایمنی ریلی در سال 1398 داشته‌اند. در انتها نیز جوامع مرجع برای هر منطقه راه‌آهن در این ارزیابی مشخص و همچنین پیشنهاد‌هایی جهت بهتر شدن عملکرد هر منطقه در زمینه ایمنی داده شد.
